史上頭一遭的大樂透加碼「100組百萬獎金」，2/2晚間全數在台北101大樓開出後，確定84組號碼有人中獎，其中更有30組皆為「獨得」，等於新的一年剛開始，馬上就不少人已晉升為百萬富翁。
今(100)台彩春節加碼改變方式，把過去加碼至頭彩的一億元，首度改成推出「100組百萬獎金」，果然讓二月一日開獎的第100000009期大樂透買氣強強滾，總投注金額達13.26億元，不但創下台彩銷售以來的單期第二高，業績成長更超過30%。
台彩公司表示，加碼活動的對獎方式，民眾必須六個號碼全中才行，難度雖然提高，但總共開出100組，機會相對也增加許多。而由於其中中獎組數只開出84組，因此購買明(4)日大樂透將一樣有「兩次中獎」機會，週六會再開16組六個號碼，屆時民眾全數命中，同樣能當百萬富翁。
據統計，2日中獎的84組號碼裡，有30組最幸運，皆屬於「獨得」一百萬元。另外，還有20組兩人得獎；18組為三人得獎；7組四人得獎；6組五人得獎；3組六人得獎，總計共兩百人可獲得彩金。
至於明日即將開獎的第100000010期大樂透，除了可以再對加碼的一百萬獎金外，更重要是在「八連槓」加持下，頭彩預估有機會達十億元，甚至上看十一億元。
台彩公司指出，雖然春節一向就是投注的熱門時期，截至目前這波檔期的買氣更「超乎想像」，顯示景氣復甦帶動下，許多民眾年終獎金豐收，都很願意搏一下新年手氣。如果樂觀看待，明日開獎的大樂透，有機會挑戰前(98)年六月九日一人獨得頭獎獎金9.37億元的歷史新高紀錄。

賣女為娼也公證 日據時代奇聞

日據時代的台灣司法史上，有不少奇聞，由台中地院所保存的公證文書中，有一件是一名日本女性，為了償還家中向娼妓業者借貸的三百廿元款項，由其父將她交由業者，跨海帶到台灣從事娼妓，這件編號明治四十五年七四八號的公證書原本，堪稱是日本娼妓引進台灣的首件契約。
司法院所編撰的「百年司法─司法、歷史的人文對話」一書，收錄了多件有趣的案例，台中地院另有一本「妻登記簿」，乍看之下，難明究裡，但進一步了解，則可溯源至日據時代的台灣民風習俗。
原來依據日據時代的日本民法，妻子是限制行為能力之人，如果要對外營業、做生意，必須先得到法定代理人，也就是丈夫的允許，並明定營業範圍，法院因而設有「妻登記簿」；至於妾室反而不必受法律限制，形成「妻不如妾」的特殊現象。
在日治時期，台灣先民已經懂得爭取自身權益，一八九六年，日本統治的第二年，有位台灣婦人，因其過世的丈夫生前曾和人和夥作生意，丈夫死後她上法院要求對方返還丈夫出資經營事業的款項，並獲得勝訴。還有位居住在埔里的台灣人，因日據初期治安不佳，為了躲避土匪而逃離家園，以致房子被日本人占據，後來他向法院提出訴訟請求返還，亦獲得勝訴判決。
埔里還有位原住民，為了一頭水牛與他人涉訟，不惜告上法院，此一現象顯見無論漢人或原住民，在日本統治期間，因法院都有相當的可親近性，讓百姓願意為了爭取自己的財產權益而向國家請求。
一九二五年有個台灣人被警察刑求致死，家屬為死者聘請律師，向法院提出喪葬費及精神慰撫金等民事損害賠償；日治時期，警察雖掌握大權，但仍受到法律的節制，曾經有個日本警察因乘職務之機，向民眾恐嚇取財，而遭判刑。

Ｋ歌也要「暖身」？不要懷疑，醫師表示，新年假期民眾常會邀集三五好友到ＫＴＶ歡唱，很多人拿起麥克風就猛飆「海豚音」，再加上忘形地大聲說話，甚至喝酒，這些加成因素，都有可能損及聲帶，甚至造成不可逆的傷害。
振興醫院耳鼻喉部主治醫師力博宏表示，到ＫＴＶ唱歌，開唱時應先選一些適合自己音域的歌「開嗓」，讓習慣於「說話」模式的慢慢轉換為「唱歌」模式，以免一開口就出現「筆叉」的窘狀。
此外，為免聲帶過操造成傷害，每唱兩首歌應該就要休息一下，尤其切記唱歌時勿過量飲酒，因為唱歌時聲帶每秒振動次數可達數百次以上，而酒精會導致聲帶血管擴張，加成的因素之下，極易造成聲帶黏膜充血、水腫，甚至於血管破裂等急性聲帶炎症狀。
力博宏說，若已唱到聲嘶力竭，還不知節制適時休息，聲帶出血後的慢性發炎反應，就是造成俗稱聲帶「長繭」的聲帶息肉的主因。此時不但可能需要接受手術治療，術後新長出來的聲帶組織一般也不會像原來那麼平滑，也就是說「患者原有的『美聲』，從此將大打折扣」，真的是得不償失。
除了聲帶之外，ＫＴＶ環境對聽力也常是一大威脅。力博宏說，一般來說，ＫＴＶ包廂的環境音量至少都在一百分貝以上（約相當於火車進站的音量），加上密閉空間裡的回音，對聽力都是難以承受之重。
所以，除了降低麥克風的音量，建議盡量選擇大一點的包廂，利用大空間抵消聲音能量對聽力的傷害。
除了唱歌，放鞭炮趕年獸、鹽水玩蜂炮、元宵炸寒單等年俗活動，每年都會造成不少創傷性聽力損失，甚至耳膜穿孔的不幸病例。
力博宏說，創傷性聽力損失的症狀包括聽障及耳鳴，應比照俗稱「耳中風」的突發性聽力損失，把握七天黃金期，盡早診斷、積極治療，以免造成永久性的聽覺損傷。

政院責成兩會交涉 促大陸遣返詐騙台嫌

針對菲律賓將十四名涉及跨國詐騙台灣民眾遣送大陸受審，行政院長吳敦義表達強烈不滿，他說，行政院支持外交部的嚴正抗議作法，未來將透過各種台菲交流管道採取應對措施。吳敦義並表示，已責成陸委會及海基會向大陸交涉，要求對岸遣返我國民眾，吳揆強調，唯有將嫌疑人由中國引渡回台，依法偵辦，「才是尊重兩岸好不容易建立起來的發展關係。」
吳敦義說，案發後，政府即透過駐菲代表及外交部向菲國駐台單位交涉，希望基於國際慣例將涉案台灣民眾移回台灣，但菲國居然不顧台菲友誼，未依國際慣例作業，外交部已正式抗議。
對於行政院處理方式，民進黨昨天發表聲明，批評外交部不但沒有積極的作為，還轉知法務部及陸委會與中國大陸聯繫協調，等於是將外交事件「兩岸化」，此舉將導致台灣主權流失。民進黨擔心，本案可能使各國未來面臨涉及與台灣相關的外交事務時，直接與中國接洽，讓台灣就此從國際舞台消失，呼籲馬政府檢討外交政策。
關於本案後續，外交部副發言人夏季昌表示，事件發生後外交部次長沈斯淳立即約見菲律賓駐台代理代表艾奎諾，艾奎諾對當面致歉，外交部將等候等候菲國進一步回應，再評估後續動作。

國際網際網路名稱和編號分配公司（ICANN）發佈的新聞稿指出，3日於美國邁阿密舉行的一個會議上，最後的5組IP（IPv4）地址被分配給了全球5大區域網際網路註冊管理機構，第一代網際網路地址庫已經空了。據透露，每組IPv4將含有1680萬個地址。
現有的網際網路IP地址系統，即IPv4，是上個世紀80年代投入使用，最多可以容納43億個IP地址。當時的網際網路主要是用於科學研究網絡，因此根本沒有將這些IP地址瓜分一空的問題；但現在，既有IP地址將被完全耗盡的消息，已迫使各大網站開始在研究增加地址數量的新技術。
